FUSE was founded in December 1994 by Dr. Lucio C. Tan, Rep. Salvador H. Escudero III who was then House education committee chairman, and Sen. Edgardo J. Angara who was then Senate education chairman after evaluating the sad state of Philippine education.
They established the foundation to train teachers with the goal of improving quality of education. Escudero, Angara and Tan were later elected FUSE president, chairman and chairman emeritus, respectively.
